Skills Assessment Requirement
Unless you are exempt in very limited circumstances, you are required to have a positive Skills Assessment to apply for the visas listed above.
Skills Assessment authority for Procurement Manager is Institute of Managers and Leaders National (IML). To have a positive skills assessment, you must meet the following criteria:
- Applicant holds a relevant Bachelor’s or Master’s degree comparable to an AQF Qualification AND demonstrated employment experience:
- In a procurement-related role for at least three years; AND
- In the role of Procurement Manager for at least two of the above three years
- Applicant does not hold a relevant Bachelor’s or Master’s degree comparable to an AQF Qualification HOWEVER possesses demonstrated employment experience:
- In a procurement-related role for at least five years; AND
- In the role as Procurement Manager for at least two out of the above five years
- The employment requirement requiring experience in a role as Procurement Manager must meet the following requirements:
- At the strategic level
- Concern decision-making authority in procurement related matters
- Responsibility including directing employee activity and monitoring performance and development
- The applicant must demonstrate three core competencies in a 300-word statement across the three IML Management Competency Framework areas:
- Manage self
- Manage and lead others
- Manage and lead the business
- The following is required of the applicant in their role as the Procurement Manager in relation to their position and reporting lines:
- The Procurement Manager position must be the most senior functional position
- This position must have reported to either a Senior Leadership Team member or the Head of Department
- This position must have included the supervision of employees
According to IML, the size and complexity of the organisation at which the applicant’s employment experience was gained will influence the skills assessment.

- Plan, organise, direct, control and coordinate the supply, storage and distribution of goods, products and services produced and used by organisations.
- Determining, implementing and monitoring purchasing, storage and distribution strategies, policies and plans
- Preparing and implementing plans to maintain required stock levels at minimum cost
- Negotiating contracts with suppliers to meet quality, cost and delivery requirements
- Monitoring and reviewing storage and inventory systems to meet supply requirements and control stock levels
- Operating recording systems to track all movements of supplies and finished goods, and ensuring re-ordering and re-stocking at optimal times
- Liaising with other departments and customers concerning requirements for outward goods and associated forwarding transportation

Subclass 190 visa– Skilled Nominated Visa & Subclass 491 visa – Skilled Work Regional (Provisional) Visa
To apply for visa subclass 190 and visa subclass 491, you need to have a nomination from the state/territory government where you want to live and work. Each State and Territory have individual requirements that must be met in order to receive nomination. (See below)
Another difference between the 190 and 491 visa is that you can only apply for visa subclass 491 if you are living and working in regional areas in Australia, while it is not a requirement if you are applying for the 190 visa.

The 407 visa a short stay visa for individuals to participate in occupational training or professional development in Australia. This visa is generally valid to stay in Australia for 2 years. Please note this visa is subject to condition 8102 which forbids work apart from the training that is specified in the visa application. You are also required to maintain health insurance whilst in Australia.
To be eligible for visa 407, you need to meet the following criteria:
You can apply for subclass 494 if you have a regional employer who is willing to sponsor you. To be eligible for this visa, you must have at least 3 years of working experience in your nominated occupation and have a relevant skills assessment. With this visa, there is a requirement that you must work for the employer who is sponsoring you.
This visa provides pathway to permanent residency through the 191 visa.
The Subclass 482 visa is a Temporary Skill Shortage visa that requires a sponsorship from an Australian employer. The TSS short term stream visa allows to your live and work in Australia for up to 2 years each time you are granted this visa. You may apply for two 482 visas in the short stream onshore and subsequent ones offshore, as long as the employer is willing to sponsor you. The TSS 482 short term stream does not have a path to permanent residency throught the 186 visa.
Please note that according to the Department of Home Affairs, caveats apply to this visa type. Subclass 482 visa is excluded from positions that have nominated annual earnings of less than $65,000 AUD. In addition, this visa type will only be granted to Procurement Managers if they have an employer in a regional area of Australia.
