🤝 Staff Exchange Stream

The Staff Exchange stream of the Subclass 408 visa allows skilled professionals to work temporarily in Australia as part of a reciprocal exchange between an Australian organisation and a foreign organisation.

The purpose is to enhance professional development, promote international cooperation, and benefit both participants and their respective organisations.

🧾 Eligibility for the Staff Exchange Stream

Applicants must:

  • Work for an Australian organisation, government agency, or foreign government agency;

  • Participate in a formal exchange agreement between the Australian and foreign organisations; and

  • Be coming to work in a skilled position that provides professional benefit to both participants.

The Exchange Agreement Must Include:

  • The visa applicant working in Australia for a set period;

  • An Australian citizen or permanent resident being offered an opportunity to work with the reciprocating foreign organisation; and

  • Evidence that the exchange benefits both participants and their organisations.

The arrangement does not need to be identical or simultaneous in terms of duties or timing but must represent a genuine one-for-one exchange.

🧠 Skilled Position Requirement

The work performed must be skilled, meaning it:

  • Aligns with occupations at skill levels 1–3 in the Australian and New Zealand Standard Classification of Occupations (ANZSCO); and

  • Enables the applicant to enhance or develop their skills through the exchange experience.

The visa must not be used to bypass standard work visa requirements or minimum salary standards (for example, those under the Subclass 482 visa).

🌍 Benefits of the Exchange

Both participants — the international visitor and the Australian professional — must gain a demonstrable benefit, such as improved technical skills, exposure to new methods, or enhanced professional experience.

The visa is generally granted for the duration of the exchange program, up to a maximum of two years.
