Subclass 491 – Tasmanian Business Operator Pathway (TBO)

491 TBO – Minimum requirements

  • You must have established and operated a business in Tasmania for at least 12 months. The business must be solely owned or co-owned with your spouse.
  • Your business must still have been in profit after paying yourself a salary of at least 85 per cent of the Temporary Skilled Migration Income Threshold (currently $67,509)*. This income must come from genuine business activity and not be significantly supplemented by non-business sources such as personal savings, loans from family, or other external financial support.
  • You must demonstrate awareness of fair employment practices by completing key units from the Fair Work Ombudsman’s online learning centre.
  • Owners of massage therapy businesses must have a related skills assessment and a verifiable health fund provider number.
  • Subcontractors and independent contractors are not eligible under this pathway (refer to the Tasmanian Skilled Employment or Tasmanian Established Resident pathways).

* Your Australian Taxation Office Business Income Statement and Personal Income Statement for the most recent financial year must demonstrate that your business operated at a net profit after your personal taxable income of $67,509 was deducted.

Dependant family members must not be living in another Australian state or territory other than Tasmania.

They may be currently living overseas.

If they have relocated from another state or territory, they must have moved to Tasmania at least three months before applying for nomination.

491 TBO – Priority attributes

The following attributes are used to rank Registrations of Interest. Only the most competitive candidates are invited to apply for nomination.

There are no Gold or Green priority attributes for the Tasmanian Business Operator pathway.

To claim any priority attributes, candidates must meet all aspects of the claimed priority attribute before they lodge their ROI. Failure to do so may result in any subsequent nomination application being declined.

Candidates with at least one orange-plus priority attribute are considered a high priority and will be the first Orange pass candidates invited to apply for nomination.

491 TBO – Required documents

When applying for nomination, documentation must be supplied to support the claims made in the Registration of Interest (ROI) and application for nomination. If you do not supply these documents your application might be declined.

You must read and understand the minimum nomination requirements before preparing the documents listed below. In addition to the documents you upload with your application:

Migration Tasmania may request additional documents or information. People or organisations listed in the application, including education providers, employers and real estate agents, may also be contacted to confirm the information you provide.
After lodging the application, you can submit additional documents until the application has been assigned to a case officer, or after a case officer requests further information.
All information you provide must be current, true and correct.
Where documentation or information is found to be false or misleading, the application will be declined, and details are likely to be passed on to other relevant agencies such as the Department of Home Affairs.
Skills assessments and English tests must be current at time of nomination. If they are not, the Department of Home Affairs may refuse the visa application.

  • Passport (Bio-Data page).
  • SkillSelect Expression of Interest (EOI) including the personal, educational or employment details referred to in the Registration of Interest and nomination application.
  • Skills assessment issued by the relevant assessing body for your stated occupation. Must be dated within the last three years.
  • English language report (English proficiency test result) dated within the last three years. If you hold a passport issued by the United Kingdom, Canada, New Zealand, United States of America, or Republic of Ireland and do not need to complete an English language test for your skilled visa please attach a copy of your passport bio data page.
  • Curriculum vitae (CV)/resume which includes all study and employment from the last 10 years.
  • Travel itinerary to Tasmania demonstrated by airline or Spirit of Tasmania tickets showing date of permanent arrival for you and your dependant in Tasmania.
  • Evidence of living in Tasmania since permanent arrival for both you and your dependant, demonstrated by rental agreements or a statutory declaration listing all addresses and dates of stay since arrival in Tasmania (which also lists all household tenants).
  • Bank statements that show spending on living expenses in Tasmania and any pay or salary deposits since the date you arrived. The statements must be on official bank letter head, clearly showing the account number and account holder’s name, and be free of highlighting or any other changes. If your dependant has separate bank statements, you must provide their bank statements that show their living expenses in Tasmania.
  • Business registration and operational evidence as follows:
    • ABN/ASIC certificate.
    • Current Company Extract (https://connectonline.asic.gov.au)
  • Business bank and personal bank transaction statements for 12 months of most recent operations.
  • Business Activity Statements (BAS) for the duration of business operation claimed.
  • Australian Taxation Office (ATO) income statement as evidence of personal income claimed from the business. The statement must clearly show your name and have originated from the ATO.
  • ATO annual Notice of Assessment and Lodgement confirmation
  • Statement of Distribution – if operating as partnership with spouse.
  • Photographic evidence of business location and operations.
  • ATO superannuation payment statement – contributions reported by the fund to the ATO (available through the MyGov service).

The following documents are not mandatory but may help support claims. Applicants can upload the following documents in support of those claims.

  • Outstanding Tasmanian debts and payment plan summary: This is required if you have an outstanding debt that is signed and witnessed.
  • Appointment of a registered migration agent legal practitioner or exempt person Form 956 (PDF): Required if application has been submitted by a Migration Agent.
  • Personal statement that is a maximum one-page summary of your current situation and intentions. It is very important to include this where your ties to Tasmania are unclear, you have lived in another part of Australia for a more than 2 years before moving to Tasmania or your family members are overseas or have only recently joined you.
  • Include the following points:
    • Why do you want to live in Tasmania?
    • What community support is available to help you settle?
    • What career, business prospects or opportunities do you have in Tasmania?
    • Which family members settling with you. Where are they? When did they arrive in Tasmania? Are they currently studying or working?
    • If your spouse/partner or any dependants are currently overseas, explain why.
    • If they have recently moved to Tasmania from another Australian state or territory, explain what they intend to do in Tasmania.
  • Tasmanian drivers’ license.
  • Evidence of job offers and interviews unless previously listed as required
  • Adult dependant’s passport bio-data page.
  • Adult dependant’s current resume.
  • Dependant child/children passports bio-data pages.
  • Adult dependant’s skills assessment if available.
  • Adult dependant’s employment contract if claiming dependant employment priority attributes.
  • Evidence of marriage, dependant relationship if claiming to meet dependant-related priority attributes. Adult dependant must be included in Expression of Interest on SkillSelect.

The Tasmanian Government updates its nomination invitation information on a weekly basis. The latest update was on 5 February 2026. On 5 February 2026, the following number of ROIs were invited to apply for nomination:

  •  Subclass 190 – 35 ROIs invited
  • Subclass 491 – 26 ROIs invited

There are currently the following number of nomination places available as part of the 2025-26 program year:

  • Subclass 190 – 698 places
  • Subclass 491 – 486 places

Frequently Asked Questions

  • No, meeting the minimum requirements does not guarantee that you will be offered Tasmanian nomination.
  • Meeting the minimum nomination requirements only allows you to register your interest in nomination in the Migration Tasmania Gateway.
  • Applicants will also need to demonstrate that they have Priority Attributes relevant to a particular nomination pathway.
  • The Migration Tasmania Gateway will rank you according to the information provided in the registration of interest and the Priority Attributes you hold.
  • The most competitive applicants will be invited to lodge an application for nomination.
  • If the information you provided is true and correct, and you can provide information and documents with your application to demonstrate this, you can be confident that your application will be approved.

  • No, the Gateway system will only allow you to submit one registration of interest at a time.
  • You only need to register once and if you are invited to apply for nomination you will be considered against the requirements of all pathways.
  • If you are not invited to apply for nomination and your registration expires, you may register again.
  • No, you must be able to meet the minimum requirements for nomination.
  • Some priority attributes refer to employment that is directly related to your skills assessment, whereas others may recognise post graduate employment in the same industry.
  • For employment to be related to your skills assessment, the role must be in the same three-digit group as the skills assessment. A candidate with a skills assessment for Analyst Programmer (261311) could work in any of the occupations included the 2613 Software and Applications Programmers group, such as Cyber Security Engineer (261315) or Software Engineer (261313).
  • Where the employment or business is required to be in the same industry as the skills assessment or study area (but not directly related), as a general guide this should be within a related Australian and New Zealand Standard Industrial Classification (ANZSIC) Division or Class, as long as the ANZSIC description of that industry includes activities that are relevant to the candidate’s study or skills assessed occupation.
  • For example, an Accountant could be working in any activity listed in Class 6932 Accounting Services, such as accounting , auditing, bookkeeping or tax agents services, or they could be working in an industry in Division K – Financial and Insurance Services, such as Banking, Financial Asset Investing or General Insurance.
  • If you are currently living in Tasmania, your dependent family members may be living overseas but must not be living in another part of Australia.
  • If your family are living with you in in Tasmania after relocating from another state or territory, they must have moved to Tasmania at least three months before you apply for nomination.
  • Yes, short visits or holidays that do not involve a long-term residential address are not considered “living in another state or territory”.
  • However, numerous regular visits to the same location may cast doubt on your intention to settle in Tasmania, especially if the visits are to your previous place of residence.
  • If your skilled visa has already been granted you should contact the Department of Affairs if you are unsure of your visa conditions.
