Victoria – Skilled Migration Nomination Requirement (2025-2026)

Victoria
Victoria’s 2025–26 state‑nominated skilled visa program is now closed to new Registrations of Interest (ROIs).
The Victorian Government will continue to assess all ROIs already submitted for the remaining nomination places available in the 2025–26 program year. Applicants who choose to withdraw their ROI will not be able to lodge a new one until the 2026–27 program opens.
Information regarding the 2026–27 program will be published once it becomes available.
2025-2026 State and territory nomination allocations – Victoria
The Australian Government has allocated 3,400 skilled visa nomination places to Victoria for the 2025-26 program.
Victoria’s allocation consists of:
- The Skilled Nominated visa (subclass 190) – A permanent visa to live and work anywhere in Victoria – 2,700 places
- The Skilled Work Regional (Provisional) visa (subclass 491) – A provisional (5 year) visa with a pathway to permanent residency after living and working in regional Victoria for at least 3 years – 700 places
Victoria – State Nomination Eligibility requirements
Subclass 190
Basic requirements:
- be living in Victoria or overseas,
- be committed to living and working in Victoria,
- have had your Registration of Interest (ROI) selected,
- be under 45 years of age,
- have at least Competent English
- have a valid Skills Assessment in an occupation on the eligible skilled occupation for this visa,
- have achieved at least 65 point on the Australian Government’s points test for your Expression of Interest (EOI) in SkillSelect.

Residence
Living in Victoria
If you are living in Australia (onshore) you must be living in Victoria. We will not be selecting Registration of Interests (ROIs) from onshore applicants living in Australian states and territories other than Victoria. We do make some case-by-case exceptions for those living in border communities.
Living overseas
If you are living overseas (offshore), you are eligible to apply for Skilled Nominated (subclass 190) visa nomination. You must be committed to living in Victoria.
Employment
You are not required to be working to be eligible for Victorian subclass 190 visa nomination. There is no minimum work experience and hours of work requirement.
Living in Victoria (onshore):
- If you are living in Victoria and work in skilled employment for an employer physically located in Victoria, you can provide an estimate of your annual earnings in your Registration of Interest (ROI). A business using a virtual office or proxy office is not considered as physically located in Victoria. Your employment does not have to be related to or the same as your nominated occupation, but your earnings must be from skilled employment in Victoria. - If you are not working, working in non-skilled employment, or working for an employer not physically located in Victoria, you are still eligible to apply for nomination, but you are not eligible to claim earnings in your ROI.
Living overseas (offshore):
- If you are living overseas, you are not required to claim earnings in your Registration of Interest (ROI).
Commitment to Victoria
- You must be committed to living and working in Victoria.
- State nomination cannot be transferred from one state to another.
Registration of Interest
- To be invited to apply for Victorian visa nomination, you must submit a ROI.
- Your ROI must be selected by us before you can apply for skilled visa nomination. A ROI is not an application for Victorian visa nomination. There is no guarantee that your ROI will be selected.
Age
- You must be under 45 years of age at the time of nomination. This is a Department of Home Affairs requirement.
English language
- You must have at least Competent English
- When you submit your nomination application, you’re required to provide an English test result within at least 12 weeks validity remaining.
Skills Assessment
- You must have a valid skills assessment in an occupation on the Australian Government’s eligible skilled occupation list for the visa.
- Your nominated occupation in your Skills Assessment must match your Expression of Interest (EOI) with the Department of Home Affairs.
- When you submit your nomination application, you are required to provide a Skills Assessment within at least 12 weeks validity remaining.
- For Health professionals, your occupation must be consistent with your Australian Health Practitioner Regulation Agency (AHPRA) registration.
SkillSelect EOI Points
You must have at least 65 points on the Australian Government’s points test, including the 5 points for state and territory nomination.
Subclass 491
Basic requirements:
- be one of the following:
- living offshore
- living and working in regional Victoria.
- be committed to living and working in regional Victoria ,
- have had your Registration of Interest (ROI) selected,
- be under 45 years of age,
- have at least Competent English
- have a valid Skills Assessment in an occupation on the eligible skilled occupation for this visa,
- have achieved at least 65 point on the Australian Government’s points test for your Expression of Interest (EOI) in SkillSelect.

Residence
Living in regional Victoria
If you are living in Australia (onshore) you must be living in regional Victoria.
Some outer suburbs of Melbourne are considered regional for the purposes of migration by the Department of Home Affairs.
As an example, the Mornington Peninsula, Pakenham and Geelong are considered designated regional areas of Victoria for migration purposes.
Living overseas
If you are living overseas (offshore), you are eligible to apply for Skilled Work Regional (Provisional) visa (subclass 491) visa nomination. Subclass 491 visa holders must live and work in regional Victoria once the visa has been granted.
Employment
Living in regional Victoria (onshore):
- If you are living in regional Victoria, you must be working in skilled employment for an employer physically located in regional Victoria.
- A business using a virtual office or proxy office is not considered as physically located in regional Victoria.
- You must provide an estimate of your annual earnings in your Registration of Interest (ROI).

Victoria – Registration of Interest for Victorian skilled visa nomination
ROI ranking factors
All ROIs are ranked against each other and the most competitive across a combination of ranking factors are invited. Nomination places are limited, and as such this process is highly competitive and invitation is not guaranteed.
When inviting ROIs, we consider the following ranking factors according to the information you have provided in your EOI and ROI:
- age,
- English language level,
- years of experience in your nominated occupation,
- education level,
- occupation
- skill level,
- partner’s skill (if applicable), and
- salary – onshore candidates only.
If your partner is an Australian citizen or permanent resident, you cannot claim partner points in your ROI.
Certain occupations in the following industry sectors will also be prioritised:
- Health
- Social services
- Education (including early childhood)
- Construction
- New Energy
- Advanced manufacturing
- Hospitality and tourism – for the 491 visa
For subclass 491 applicants living overseas, the following industry sectors will be prioritised:
- Health
- Social Services
- Education (including Early Childhood)
Annual earnings estimation
If you indicate in your ROI that you are currently living and working in skilled employment in Victoria or regional Victoria, you will be asked to provide an estimate of your annual earnings.
Skilled employment includes any role that is at skill levels 1, 2 or 3 in the relevant ANZSCO classification.
Your earnings are one of many factors used to select ROIs for invitation. There is no minimum experience or hours of work required to be eligible for Victorian visa nomination.
Your estimated annual earnings should reflect the total compensation received as part of your employment, excluding superannuation and before income tax deductions.
In most cases you should use your base salary as your estimated annual earnings. It is important to not over-estimate your annual earnings as it could lead to your nomination application being refused.
Estimated annual earnings includes:
- wages,
- payments while on leave,
- penalties (for weekends, public holidays, or work outside regular hours) – you should not provide an hourly rate in this case,
- commissions (only accepted for sales roles), and
- amounts that are salary sacrificed (such as a novated lease for a car or a meals and entertainment arrangement).
VIC nomination process
To apply for Victorian visa nomination, you must:
- Check your eligibility
- Submit your EOI
- Submit your ROI
- Submit your nomination application after invited
- Submit your visa application after nomination application is successful
